In addition, in the field of public lighting and lighting projects invested and constructed by state-owned enterprises and institutions using government or state-owned capital, LED products will be used, with priority given to purchasing "Nanchang-made" products. City-wide road lighting energy-saving renovations will be carried out using the PPP model.

It is understood that the semiconductor lighting (hereinafter referred to as "LED") industry is an energy-saving industry with broad international development prospects, one of the seven key strategic emerging industries in China, and a key industry for promoting the upgrading and green rise of Jiangxi.
Nanchang City, as a national semiconductor lighting engineering industrialization base and a pilot city for the national "Ten Thousand Lights in Ten Cities" semiconductor lighting application project, in order to adapt to the current trend of LED industry development, further improve the industrial chain, expand the industrial scale, form industrial agglomeration, and build the "Nanchang Light Valley," strives to achieve an industrial scale of 50 billion yuan by 2020.
In addition, Nanchang has revised and improved the "Several Policy Measures on Promoting the Development of the LED Industry (Revised Edition)". The support targets are LED research and development and manufacturing enterprises registered in the Nanchang area, as well as institutions that provide public services for industrial development.

As the core gathering area to build advantageous industrial clusters
According to the Measures, Nanchang, taking the High-tech Zone and Economic Development Zone (Airport Economic Zone) as the core gathering areas and Qingshanhu District and Jixian County as important gathering areas, promotes the agglomerated development of the LED industry to create advantageous industrial clusters.
For LED industrial research and development and testing public service platforms established in the core and important gathering areas, the municipal finance will provide financial assistance. The total annual amount of financial assistance for the entire city shall not exceed 10 million yuan.
By 2020, the municipal finance will allocate 50 million yuan annually to support the key technological development of local LED enterprises, of which 40 million yuan will be specifically used to support the optimization and application development of silicon-based LED technology, and 10 million yuan will be prioritized for supporting the technological development of MO sources.
For enterprises producing products (substrates, epitaxy, chip manufacturing, high-power packaging) in the upstream segment of the silicon-based LED industry chain, a reward will be given in accordance with 30% of their annual sales (excluding tax) of silicon-based LED industry chain upstream products. The total annual reward amount for the entire city shall not exceed 100 million yuan.
For enterprises producing MO sources, a reward will be given in accordance with 20% of their annual MO source sales (excluding tax). The annual reward amount for the municipal government shall not exceed 20 million yuan.
For enterprises producing MOCVD equipment in Nanchang, a reward will be given in accordance with 15% of their annual local sales (excluding tax) and 10% of their sales outside the area (excluding tax). The annual reward amount for the municipal government shall not exceed 30 million yuan.
In addition, Nanchang supports downstream application enterprises to expand their scale. An "Upgrading Award" for downstream LED application enterprises will be established. Enterprises whose annual main business income exceeds 10 billion yuan, 5 billion yuan, 2 billion yuan, and 1 billion yuan for the first time will be rewarded with 1 million yuan, 500,000 yuan, 200,000 yuan, and 100,000 yuan respectively, and will be rewarded once for each level reached.

In the field of public lighting and lighting projects invested and constructed by state-owned enterprises and institutions using government or state-owned capital, LED products will be used, with priority given to purchasing "Nanchang-made" products.
Priority will be given to the promotion of LED street lights, tunnel lights, and public lighting products using silicon-based substrates and locally packaged chips, with city-wide road lighting energy-saving renovations carried out using the PPP model.
